Henry Bowers is the big human threat to The Losers Club. He and his friends terrorize them as a group and individually. Henry's pretty much evil already, so later it's easy for IT to appear as his dead buddy Belch and get him to do his bidding. Pennywise was never after Henry, but he did claim his buddy Belch by dragging him off into a sewer pipe.
